Freedman will not be able to find employment or procure leases of land the coming year.  The amount due for the current year to the Govt in Crops, shares in Crops, hire of Animals &c will amount to about $13000.  There is due to Employees for the months of August & September about 11000 which amount is much needed by the Employees both white and black.

I next proceeded to Brig [[Bethel?]] and found Mr Bartlett (civilian) in immediate charge and control of the affairs of the Bureau in Warwick Co, a part of York and James City Counties.  Mr Bartlett's position like Mr Churchill's, although onerous and difficult is not one of direct responsibility, Capt wilder Supt being responsible for all property in this district.  The system of accounts and general condition of the Freedmen in this district is much the same as in Mr Churchill's.  In the case of Carter Peterson's, referred to me for action, I find that the parties are residents of Essex Co (not in the Peninsula district) and I could not see the responsible parties.  I saw Carter Peterson and learned from him that he left his family in Essex Co in August 1864 and came within the lines of the Union Army
