I have the honor to present the statement which follows viz:

As the question in regard to the propiety, and desirability of removing the Freedmens Hospital and Orphan Asylum, from Point of Rocks to some other locality - has arisen - I would very respectfully present the following statement on the subject viz:

Many of the buildings occupied at Point of Rocks are in a condition to need much repairing in order to make them comfortable for the sick, during the winter. Floors will necessarily be laid, new roofs put on, and the buildings made more tight generally to keep out the cold. These improvements will involve much expense. The buildings are of a kind that will require a large amount of wood, and many stoves to make them comfortable.

Water is, necessarily [[strikethrough]] procured [[/strikethrough]] forced from a spring to the bluff, with an engine which is much out of order, and will require continued expenses to keep it in order and take charge of it.

Wood is not easily secured there.
