As there is no sufficient reason for requiring a large Hospital in either locality, and the orphan asylum, can as well be elsewhere, as there, I Respectfully recomend [[recommend]], that if suitable buildings can be had for the purpose near Richmond, the Hospital & asylum be Removed near this City. It is as well in all respects here, as at Point of Rocks or City Point. If buildings can be had here, they will be in better condition, and require less expense in putting up. It will be far more accessible, and convenient for furnishing all forms of Hospital supplies, and will be more immediately under my direction, also a matter of economy in the use of medical officers [[strikethrough]]best[[/strikethrough]]. I respectfully recomend that the sick at Point of Rocks, be sent to the Howard Grove Hospital The orphan and all old disabled Freedmen, not under medical treatment to be placed together in an institution for both located distinct from the Hospital in or near Richmond. Camp Lee will ensure the purpose and I recommend that camp.

The small Hospital now [[strikethrough]]remaining[[/strikethrough]] running at City Point, can supply all the necessary accumulations for that Region of Country, while in such cases, as it appears desirable, the sick can be removed to Hospital at Richmond Va.
