I have the honor to request that you will authorize the U.S. Dispensary at Richmond Va to continue to fill prescriptions for Freedmen, when signed by Officers duly authorized, until arrangements can be completed for the establishment of a Dispensary for Freedmen in this city.  These arrangements will be commenced at once, and I will notify you when they are completed
