Sir, 
I have the honor to make the statement of the number of Freedmen to whom Rations were issued in the Months of August, September and October - with number of Rations issued in the Months of September and October. 
Total Persons Rations
August 5200. Men & Women - 10,529 Children 15,779 178120
September 1886. Men 5181 Women 9,031 Children 16,298 - 266,000
October 1413 Men 3656 Women 6603 Children 11,672 - 230,000
It will be seen from the above that the reduction in the number of persons issued to is over forty six hundred (4600) or nearly 30 percent, it is a matter of doubt whether as the inclement reason approaches this will be diminished at all, the probabilities are that it will increase rather than diminish
