Bureau of Refugees, Freedmen, &c., HEADQUARTERS ASST. COMMISSIONER, STATE OF VIRGINIA. Office Commissary Subsistence, Richmond, November 30th 1865. Sir, I have the honor to make the statement of the number of Freedmen to whom Rations were issued in the Months of August, September and October - with number of Rations issued in the Months of September and October. Total Persons Rations August 5200. Men & Women - 10,529 Children 15,779 178120 September 1886. Men 5181 Women 9,031 Children 16,298 - 266,000 October 1413 Men 3656 Women 6603 Children 11,672 - 230,000 It will be seen from the above that the reduction in the number of persons issued to is over forty six hundred (4600) or nearly 30 percent, it is a matter of doubt whether as the inclement reason approaches this will be diminished at all, the probabilities are that it will increase rather than diminish Very Respectfully Your Obedient Servant Wm.
