I have the honor to state, that in accordance with your directions, I have given special instructions to the person of charge of Soup houses at Norfolk and Portsmouth - both as to the quality of the Soup, and quantity and also in regard to the ration of Bread - I have also addressed a communication to the Supt of district to the effect that it is your desire that special orders shall be given to them who by disease or age have become totally dependent on Govt. & have assured  him that all such orders will be properly attended to - Hereafter the business of the Supt of Soup houses will not be interfered with -
