Hodges (W J) colored has been complained of to me today for exciting remarks in public. There must be county meetings got up to define the position of the govt as regards the Freedmen. Nothing seems done and the impression is gaining that the Govt will neither support nor protect them in their rights and that ultimately they will be remanded to their masters. 

What shall I do? I am uneasy beyond measure
