place There was a good deal of firing. This morning I visited Col Howard Commandant of the Post to ascertain what steps had been taken to suppress the riots and how far the colored people were responsible for their commencement of the riots.

{He replied that he was not responsible for the Police of the town and would let the "Civil Authorities run the machine" as long as they could and when they failed he would take it in hand — that the civil authorities should not have the credit of preserving the Peace when they employed the military authority to do it. I think it an unwarrantable jealousy which is calculated to jeopardize the safety of both blacks & whites and bring on a war of the races.}

I also went to the Mayor of the city to ascertain the extent of these riots and to see if some steps could not be taken to save the town from further disgrace and the negros from the danger they have reason to apprehend. The Mayor at 12 oclock  M could not
