[[/strikethrough]] Liquor is the cause of it. Much drunkenness has prevailed for some days. Many enlisted men are staggering the streets. There is no restraint upon the sale of the poison and when it is as freely used as it is here vengeance is wreaked[?] upon the colored people. I have no police force under my control and can only advise the blacks to keep out of the way of unruly soldiers. I would use the telegraph but the wires have not been working to Fort Monroe for a month.
