Colonel,

Your note in regard to the employment of Messrs Churchill and Bartlett is received.

These Gentlemen have both applied to be employed as before, but my reply to them was, that I did not feel authorized to employ civilians as Asst. Superintendents of Dist's. Do you intend to give me authority to do so? I could no doubt find room for both, if allowed to employ such.

I have Officers at work in nearly all parts of my Dist. getting materiel for reports as called for, and hope soon to be able to make them all satisfactorily.

I have no Guards nor Orderlies, as yet, I am nearly powerless to enforce orders. What am I to do? I suppose you have recieved my application sent to Gen'l Miles, for Guards, and his endorsement. I shall expect some Military force placed at my disposal, soon, or my position
