Colonel,

Does my assignment to the Superintendency of this District, confer upon me, the authority to pay the Rolls of the Officers who have served in the "Department of Negro Affairs"?

And another question. Do I need an order to pay Bills, contracted and Rolls of Employees in my Dist. under my own administration? I will simply say, that as Disbursing Officer in Gen'l Sherman's army, I always required an order [[strikethrough]] to [[/strikethrough]], from my Chief, to enable me to pay out funds, but where no Disbursing Officer was assigned to a District or Department, then each Captain and A.Q.M. made his estimate for funds and paid off his labourers and other debts contracted during the month.

The first Question is the most important to me, as I dare not take the responsibility to pay outside of my own administration, without authority from my senior officer. If you will instruct me on these points, you will confer a favor upon me by a reply at your earliest convenience
