Ft Monroe Va, July 7 1865

I have the honor to state that my efforts so far, to get officers to take charge of the sub districts have been only partially successful.  It is difficult, in the first place, to find men I could approve of, for the position,  not being acquainted with them, and to get them detailed is still more difficult as the Comdg Genl, naturally desires to keep his ranks well filled and will find some excuse for refusing.  I have Lieut Keatley and Lieut Crawford on the Norfolk side, and Capt James Lord and Lieut S. Hawk on the Peninsula  Lieut Hawk I have assigned to Eliz. City Co, and Capt Lord I have sent to Goucester and Matthew Co's, on a tour of Inspection, with authority such as you gave Capt Barnes for the Eastern Shore. I have the services of the old officers who were on duty with this Dept when I came as follows, Capt Coffin at Yorktown for York Co, Lieut Washburne for Warwick
