Co. and Capt James D. Lee for James City and for Kent Co's. These upper counties are but imperfectly manned and little is known of them as yet. These officers inform me however that they are taking the census and gathering facts for reports which they promise to send me soon. I shall now give this part of my Dist more attention. Dr Sidney seems to be doing well on the Eastern Shore. He has sent me his reports of abandoned Lands and is at work on the census &c. I will send Ex. Lt. [[O'Brien?]] to Charles City to act for me till I can get an officer detailed for that Co. There have been some cases of returning rebels, who have undertaken to possess themselves of their former plantations, and have been a little inclined to ignore this Bureau, but they were very promptly dealt with, and all moves on pleasantly again. 

The family of Geo. Boker undertook to drive out the tenants on their plantation by force, and to drive off the stock, and did some damage to the crops, but they were promptly arrested by order of Lieut Hawk and brought to Ft. Monroe for trial. They were turned over to the Provost-Marshal for trial. Was that the proper course, or should he have tried the case himself? In cases where confiscated property was sold last spring while the tenants were paying rents, and had been renting of the Dept
