Office Supt. Refugees, Freedmen &c.
Dist. No.1. Fort Mouroe Va. July 13/65.

Colonel:-
Your telegram on the subject of relieving Lt. Washburne Asst. Supt. for Warwick Co. is received. I have no officer to send to that Sub dist. but have made application to Genl. Miles for Six (6) Officers to be detailed and ordered to report to me. I will try to get one immediately for that Dist. In the mean time if necessary I will send Ex Lieut. O'Beirne to take charge till I can get one.

I was at Norfolk yesterday to see Lieut. Keatly about property turned over by the agents of the Treasury Dept. and the Treasury Agents say that they have acted strictly in accordance with orders, from their Dept. and are ordered to close their business of that Office. If Lieut. Keatly have to turn over this property some agents of the Treasury Dept. must be ordered to receive it, and he says that under existing circumstances he finds if almost impossible to make any thing
