I have the honor to submit herewith the draft of a proposed address to be printed on ordinary printing paper and distributed among the Freedmen by agents, teachers and others, for the purpose of helping them to a knowledge of some of their more important duties and relations to the people among whom they dwell, as well as information respecting rights and privileges of which they have formed crude or erroneous ideas.

The object sought is a practical one, and matter and method are designed to be so simple as to be understood, and the quantity given so small as not to overload a feeble mind.

You can well judge if the purpose may be thus accomplished, and asking but a careful consideration.
