Gloucester Court House July 28th 1865 Capt A. S. Flagg AQM Asst. Commissioner R F & A L Sir: I sent to Yorktown Wednesday hoping to find a Horse there & some stationery but found nothing I cannot go about untill I have the means I have a good deal of office business a great many calls, from both White & Black. There seems to be a great fear of each other I think both parties display fire alms & talk a good deal, yesterday there was a large gathering of colored people at this place the Whites some of them thought they were to combine & organise against them & came to see, both parties seem to be restless & fearful of each other. I took occasion to address them for a while, & I believe gave general satisfaction the Whites were satisfied & went away. I find so far that the citizens generally are very much opposed to the Negro, & disposed to use them very cruelly they are seceshion from top to toe there are 2 Generals from Lees army I understand in
