July 29th
Last evening the Lieut returned, he days that he could get from the Genl. no horses at all not one for himself and also that the Genl told him that he must not take up any horses in the County marked W S.  Says that is our order from the provost- Marshale general consequently we have not a horse here nor any way to get one, if I am expected to go about the county I must have 2 horses it is not safe for me to go many miles from here alone this is said by all.  Some of them threaten to kill any damned Yankee that dare come on to his land.  They are secesh & say so & swear they will never take the oath &c. if you expect me to take the census you will have to send some horses for that purpose, unless we send men on foot near half of the men here are sick now.  Capt Coffin has plenty of men horses &c perhaps he could spare the same men that took the census in his county to take it here or at least spare his horses.  I shall await your orders.  I am very anxious to go about the county as soon as possible in making contracts please wheather I am to charge for wages for these people what was generally given before the war or wheather I shall use my own judgment as to prices.
