July 31st 1865

Captain:-

Please accept my report of inspection in this Co. in the shape of a private letter, as there are many things I wish to mention which will not properly come in an inspection report. The Freedmen as a general thing, are at work with their former masters, and in most cases are virtually Slaves, being allowed no priveleges [[privileges]] whatever and, were in some cases receiving the most inhuman and brutal treatment, I saw one boy about ten years old that had been beaten in a horrible manner, there was open wounds three inches long half an inch wide and correspondingly deep, which in my judjment [[judgment]] under the best treatment will leave scars, that he will carry to his gave, live as long as he may. The man who committed this act, (Henry Corr) will as soon as practicable be forwarded to you under guard with a basis for charges, and names of witnesses. I also understand there has been some communication in regar [[regard]] to Henry Corr sent me through you from Col. Brown which has gone astray and I have not received it, and if possible I would like to have a duplicate forwarded to me. There is but few cases where contracts have been made by former masters with the Freedmen, but in such cases the price is a fair and just compensation.
