Marshal & Supt of Negro Affairs. The majority are Field Officers.- none under the rank of Captain;
It is next to impossible for them faithfully, to do the work of this Bureau, and their other duties, also as the numerous complaints, from Citizens and Negroes, already on file in my office prove. In my judgement the only way that this Bureau, can be made efficient, is by being distinct from the Military Authorities. Except in matters purely Military; Taking that view, I have made application to the Comdg Gent, for one(1) Commissioned Officer, for each County in the District, to be detailed for duty in this Bureau, as Asst Superintendent, Such officer can then give their whole attention to the work before them, subject to such orders as they receive from Head Quarters, through this Office,
Then and not till then, can the Hospital (now so much needing revision) Farm, and Subsistence Dept, be put in successful operation, and made efficient in the greater usefulness of this Bureau.
I would urgently, and respectfully request your early attention to this, that my position as Dist Superintendent, so clearly defined, in General Orders from the War Dept. may be established here, and the great work in hand before us to do, commenced
