I have no objection to Capt Barnes & have never made any. I recommended the appointment of Capt Tobey because he was acquainted with the condition of the negroes here & I know him to be competent. Capt. Barnes may prove fully as a good I only wish to have these matters efficiently conducted. I fear injustice has been done to my motives or that they are misunderstood. I shall issue today the following order viz
All matters whatsoever pertaining to the colored population within the limits of this command are hereby turned over to the exclusive charge & control of Capt Stuart Barnes AQM
