In obedience to Special Order No 12. Head Quarters. Asst Comr July 1st 1865, I have the honor to make the following report, 1st The Freedmen are generally at work and are willing to work for their former masters, so far as they are desirous to employ them, there is not so extended a propensity for change or roaming, as would be infered from the large percentage of Freedmen in this District 1nd Very few complaints are made by the Planters, of a lack of energy in ork on the part of the Negro. 3rd The majority of the former Slave owners, treat those who remain with them with Kindness, many instances however
