I have the honor to submit for your consideration the following, which I deem manifestly for the interest of this Bureau - to wit - 

The breaking up of the hospital and Asylum at Point of Rocks and removal of the same to City Point for the following reasons, - to wit - The difficulty which may arise in regard to the property on which the hospital is erected.  1st  Its isolated location.  2nd  the great expenditure of material, labor, and money necessary to make the buildings comfortable or at all suitable for the purpose designed for the coming Winter.

3rd  The expense of Surgeon and large [[?]]

4th  The steam pump is daily getting out of repair expensive.  5th  the conveniences for warming the buildings
