if stoves are used the expense will be very heavy, if fire places are built the expense of labor and material will be great.

The buildings at City Point are ample and plenty in number to accomodate all it may be nescessary to send.

These buildings are much better adapted - are in better repair and can be fitted up properly for 1/5 the expense of those at Point of Rocks.

The land is abandoned - There is easy water and R R communication-  There are there all the appliances nescessary to a large establishment,

There is all the fuel nescessary. The large amt of property interest of this Bureau at City Point, renders it nescessary to have Officers there to do the present duty, the same number could just as well do the whole if the two were consolidated
