In regard to your communication of 10th inst inquiring if any insurrectionary movement if feared on the part of the Freedmen of this District, I have the honor to state, that I have no reason for any such suspicion, think I should know if any such thing was on foot.  There are however in this District in possession of the Negroes and also the whites a large number of fire arms collected from the battle fields some trouble has existed by the too free use of these arms and I called the attention of the Maj Genl comdg to the fact,
