Office Asst. Supt. F B. Mecklenburg Co. Va. October 5th, 1865 Stuart Barnes Capt. and. A.Q.M Supt. Dist. Nottoway Sir; In obedience to instructions received from your office dated Sept 30th 1865, I have the honor to respectfully state the following in regard to the complaint that has been made to your office that I have been granting permission to Freedmen of this county to open Dram Shops contrary to the license of the State or county. I have not to my knowledge granted written permission to any person, I did verbally grant one man, but revoked that, in a few days, and at present not any person is selling any liquors, by orders from me, and I have not interfeared with any who kept orderly houses, as they had been before, I took charge of this county.
