Attention invited to report of Capt Webb.

The general conduct of the Court in this city has been carefully investigated and it is the firm belief that equal justice is done in all cases.

The gentlemen composing it were selected by the Citizens and the Freedmen, and I do not believe two more candid and just men can be found in the city

Mr Walker is evidently disposed to make trouble

and is considered by the colored people of this city (except a few ignorant ones) as their enemy in his teachings and influence.  He endeavors to inculcate the idea, that they ought to have nothing to do with the Citizens, work for, trade with, of any thing of the kind, but to set up for themselves in all things.

Two unofficial complaints have been made to my office of him by the colored people, that his teachings were almost insurrectionary.  His general character and standing here among the blacks and white is bad
