The Civil Police recently organized in the several counties, acting under orders of the County Courts, and, as they profess, in accordance with order from Maj. Genl Com'dg herewith enclosed, have searched for arms, and in many cases have seized all kinds  of arms and committed great outrages and injustice to the Freedman.

Prompt steps have already been taken to stop this (to wit) no police officer except in extreme
over
cases is allowed to search, or arrest Freedmen without an order for Asst. Supt.

The offenders above spoken of, some 20 in number, in different counties have been tried and severely punished by the Freedmans Court.

I trust this outrages are now thoroughly stopped
