Brown Asst Comr Va Col, I have the honor to enclose herewith a communication from T. H. Ellis President James River & Kanawha Carval. Co, covering complaint of J N Hopkins Carval. Lock Keeper. The negro referred to complained to me that his boat was detained for the payt of a fine of $18.00. Upon investigation of the case it appeared that there were no passengers on board the boat, all parties being either boat hands "or of the family of the Commander, I decided that the Commander should have the privilege of conveying his family on his own boat — to which decision the Company demer [[demur]], and the case is respectfully submitted to you Very Respectfully Your 'Obdt Svt H S Merrell Lieut & Supt B.R.F. & A L
