the boatmen on the Canal are in the habit of taking on Passengers and bringing them down on their Boat until they are just above this Lock. they then put them off and let the Passengers walk by in order to avoid paying tax on them. I have been trying for sometime to get them in the act  I have succeeded in doing so. the Boat Powhatan commanded by a Negro on Monday last put off some Passenger, which fact can be proven by two witnesses. I have reported this Boat to the Tax Gatherer at Richmond and the boatman refuses to pay the fines. Please attend to the above_
