Col. I have the honor to report that Capt. Stoops 11th Pa. Cavy. & Asst. Supt. for Fluvanna County - has been relieved. Genl Norris yesterday sent Capt. Childs (his A.A.G.) to Columbia to make an investigation of the charges against this officer, with a view having him brought before a military tribunal, should the facts alleged be sustained -
