I can not see why the freed men on a plantation should be required to labor for the support of women & children who have no claims in them.  Still they must do so in many cases unless the planter can be relieved from the support of the helpless.  What shall I do in their cases?  Shall I take the women & children and put them into the buildings or asylums I have?  If I do, it will be necessary to support them.  In the Counties of Hanover. Goochland, Fuvanna. Accomack, Green.
