In compliance with your communication of 13th Sept. I have been to Noel's Turnout & have investigated the difficulty. existing between the R.R. Co. & a number of Freedmen

I am of the opinion that Mr. [[?]] is responsible for the whole - keeping a rum shop - & furnishing whiskey to these men. These men agreed to work for the R.R. Co. for $5.00 per month pr mo which was recently raised to $8.00 per mo. I saw the Road Master & he had their money & was on his way to pay these men with others - the regular monthly pay for July. The R.R. Co. is anxious to hire them again but can't afford to pay them higher wages than
