Col O. Brown
Asst. Commissioner

Col. When I was at Fredericksburg last week, I learned that some of the citizens of that place had written a letter to the Hd. Qrs. of the Bureau. R.F & A.L. at Washington, stating that the condition of the Freedman in the Depot at Fredericksburg was a reproach to the officers having the control of Freedmen's affairs - It was stated that the house in which the women & children were living, was filthy. The inhabitants ragged & lousy, & that they were in a state of semi starvation - I immediately visited this depot in company with one of the parties making these representations - I found the house clean - the people neither ragged nor dirty nor lousy, & that there was no want of suitable food. The person who wrote the letter promised me, that he would correct his statement. whether he does so or not, I deem it my duty to state these facts to you.

I have the honor to be Col.
