3. V. 516. Bureau of Refugees, Freedmen and Abandoned Lands, Head Quarters Ass't Commissioner, State of Virginia, Richmond, Va, March 29th 1866 Capt. Stuart Barnes A.Q.M. & Supt. Captain. Your attention is herewith called to the fact, that a Freedman named "Davis Martin" (last name the name of his former owner) now working for the family of Col Bell near Prince Edward C.H. as gardener & driver makes report to this office, that on or about the 17th of March he was brutally beaten by the Provost Marshal at Farmville and one of his orderlies; for being suspected of complicity with or knowledge of a "horse thief", by name Daniels. You will please investigate this affair and make full report to this office. By order of Col O. Brown Asst. Commr. James A. Bates Capt. and A.A.A.G.
