I consider this the day upon which I commence my duties.

My first work will be to prepare and forward to you a report giving in general terms the situation of affairs in my district this day. Totally without assistance as I am, it will take several days to prepare the report.

Please to inform me what my district shall be called, how shall I designate my office?

For the present I propose to establish my headquarters at Vienna Fairfax Co, Va. - the farthest point on the Loudon & Hampshire R.R. at which troops now are.

My mail had better for the present be sent to the Hd. Qrs. of the Bureau. I shall get it soonest in that way.

Col. Eaton, Asst. Com'r D.C. has been in charge of Alexandria Co. but will gradually turn it over to me.

I take it for granted that all official communications forwarded by me are to be sent thru' your Hd. Qrs, but I request that communications with Col. Eaton regarding the establishment of geographical lines between his district and mine and not involving questions of importance on which your decision is necessary, may, to save delay, be forwarded by me direct to Hd. Qrs. Asst. Com'r for D.C.
