upon accounts with either the Quartermaster General or the Commissary General, I do not know. If it is I judge I must be authorized by those persons - they holding all persons under them responsible for property transactions in their Depts. the same as Genl. Howard holds those in his Bureau responsible for the property of the Bureau.

It seems then that I have all needful authority to handle Bureau property alone.

If you think it will be necessary for me to open accounts with the Qr. Mr. G. Com'y Mils - if so I must get from them the appointments of A.A.Q.M. and A.C.S.
