They must I suppose come from Genl. Terry's command, -but he has no troops north of the Rappahannock at all. Is he going to have?

To establish the Bureau in those sub-districts I must have five (5) good officers, - earnest, willing men who will take an interest in the work, for Assistant Superintendent and an aggregate of two hundred (200) mounted men properly officered for duty as guard, escort &c
