I have obtained at the HeadQrs of the Bureau copies of Circulars No. 2. 3. 5. 6 & 7, - G.O., A.G.O. No. 110, 1865 and of Circular Letters of Secretary of Treasury to officers of Tras. Dept. June 27 1865.

The first needs no comment. No. 3 is not quite clear. does it mean that we are to hold on to only such lands as are now being cultivated by the Freedmen? Is the endorsement subjoined of the A.G.O. authority to demand all assistance from Bndg. officers of troops needed to carryout our work and are we the judges of what is needed? Under section VII of Circular No. 5. am I authorized to adjudicate all ordinary questions and shall I submit all important ones to you? If so, shall I in the name of the President, call direct upon any officer whom I may find has funds lands be, which funds have accrued from lands and which lands are in my district to turn over the same to me?
