I have seen Mr. Risley referred to in Par. 6 of Secretary McCulloch's Circular Letter and he tells me he is preparing a schedule of real estate held by the Treasury Department in Va. and when completed it will be submitted to Gen'l. Howard that he may receive such of the property as he wants.

Should not I under the provisions of Sec. IX, Circular 5. - Bureau Hd. Qrs. receive the real estate belonging to my District direct from Mr. Risley or is it to be transferred to Gen'l. Howard and then come to me from you? There is considerable abandoned property in Alexandria which is now leased and from which rent is becoming due constantly.

Mr. Risley tells me that Gen'l. Howard hesitates about having such property transferred to his Bureau. thinks he wants only such lands as are required for use of Refugees and Freedmen.

It seems to me that city property under lease is just what we want, - the rents form an excellent fund for expenditures on other lands, etc.

I am anxious to receive the Alexandria real estate among the rest and suggest respectfully that you write to Gen'l. Howard urging him to receive it.

Unless Capt. Brown transfers his "Freedmens Fund" to me there will be no fund in my Dist. this fall.

The rents of the Alexandria property is just what I need to create a fund.

I will this week obtain and send to you a description of the city real estate referred to.
