There are as yet no regulations for accounting for Bureau Property, - for it's reception and disbursement, but there is a Property Officer at Bureau Head Qrs. - are we to expect such regulations from him?

For my office and quarters and for those of my Asst. Supt. for the Sub.-Dist. of Fairfax, I shall occupy the buildings in a small stockade erected here originally versus Mosby.

If to render by offices and quarters properly comfortable I make small expenditures will there hereafter be an opportunity for re-embursement?

Will it be allowable to employ at my office two or three intelligent freedmen for messengers in assisting me in keeping well informed of the situation of affairs in my district?

If so can I give them the usual Q.M. laborer's compensation and subsist them?

In many cases they would be of greater assistance to me than soldiers detailed and would be less expensie to the government.

I do not think there will be any Refugee in my District dependent upon the government.

There will be very few unemployed able bodied Freedmen, - and thou few but temporarily.

Of aged and infirm and orphans there will be some but not many.

For the present I shall send all such who need support to Freedmen's Village.
