I am much vexed by being obliged to suspend operations by the change in the Military Departments, but hope a prompt representation to General Terry will prevent much delay. As soon as I can get my assistants and the necessary men to support them in their work - I shall be able to proceed very rapidly.

The Freedmen I find too much inclined to be ruminant. - taking the census will be quite a difficult task and occupy several weeks. 

My letter contained many questions, - I request a full answer to it, - point by point.

I have endeavored to give you all the general information now in my possession pertaining to my District. If I have omitted to speak on any point of interest name it to me.

I shall continue to be a constant correspondent transmitting and seeking information. - I suppose that is what you want(?),

If you have spare copies of any orders or circulars which I have not mentioned as having - please [[crossed out]] each [[\crossed out]] send each to me.
