I cannot make Mr. Silvey understand that I have the matter in charge - he is looking to you for his answer. In a note to Col. Fullerton on the subject you said you would make arrangement for his employment and payment so he wants your decision. Please write him and give it - in Alexandria he {{strikethrough}} does {{strikethrough}} is not wanted at present and he is too old for duty in {{strikethrough}} a {{strikethrough}} the country.

Please sign the enclosed authorization - also the other letter if you see fit - and return both to me - as soon as convenient. - at Bureau Hd. Qrs.
