I received no notification whatever of this,, in fact I was not before aware that Col. Balloch was the Chief Receiving and Disbursing Officer of the Bureau. 

Even if he is I should suppose that I was the proper person to first get the money, transmit it to you and that he would receive it from you.    

I supposed that as Superintendent I had entire control of the affairs of my District, subject, of course, to orders.    

If every superior officer of the Bureau who choses can transact such business as he sees fit within my district without even notifying me thereof, it will be decidedly inconvenient.

It is understood that the disbursements of the Bureau in any one locality depends upon the receipts in that locality.      

If the moneys arising by tax and otherwise in my district do not come into my hands so as to appear on my books I shall find difficulty in having my recommendations for disbursements approved.

I should like to be definitely informed whether the financial affairs of the Bureau within my district come under my control or not.
