I understand from Gen'l. Howard that he proposes to set aside the counties of Alexandria & Fairfax Va. which are in Genl Angus's command, from your 5th District and place Col. Marsh in charge- to report to Col. Eaton.- These two counties have at present a population of from twelve to fifteen thousand Freedmen.

I may leave this city before the actual close of the month but I will carry the work up to that date in my name.- I may not be here long enough to complete the reports.

I shall turn over all property, books, papers, &c. in my possession to my successor and give him such general information as I can.

The first of September, if not before, I shall return here to spend a month in the vicinity - what service I can then render I shall be happy to.

Please, Colonel, to consider me a standing applicant for any position in the Bureau in my present Dist. which you are allowed to employ a civilian to fill. 

Until August 1st, address me at Alex'a, Va. and after that date at Greenfield, Mass.
