Capt Alvord [[strikethrough]] having [[/strikethrough]] being absent I address you this directly, as it is concerning one of a class of cases, which need prompt attention. 

[[strikethrough]] George Brown [[/strikethrough]] Jessy Dean (colored) who has been some time in this place went up to Madison Co to get his family, got them, came to orange Court House. & on attempting to get on the cars for Alexandria, was prevented by the guards on the train. Saw guards very [[?]] in the uniform of US Soldiers. two other families of colored people were at the same time, by the same guards prevented from getting on the cars. Dean stated that his wifes former master has been down to Orange Court House
