Since that date (July 31 /65) I have had 4 men with side arms keep the walk beside the cars open, but they have not been ordered to in the least, prevent any one from getting on the cars.  I have made diligent inquiry among my non com'd officers, and of the RR agent and cannot learn that any Guards have found through here on the cars.  I have no hesitancy in saying these acts could never have been committed by the men of my com'd or by their knowledge.  I do not recollect the have seen a Dr Madison, or any one by the name.  I never gave any man the least sanction to wrong a negro.  Neither myself, nor the officers and men under my command understand it to be our duty to order, or even allow, any one man, or class of men, to "keep" another man, or class of men, in slavery  instead of enforcing the Emancipation Proclamation.
