I have never feared to express my sentiments, and to to uphold them every where and at all times, As an Asst Supt, I am here to see that all have their rights  Particularly the colored man, and I believe I have never refused to carefully investigate the case of the most humble and ignorant negro, and give it and him the same courtesy, and support that I would to his former Masters.  And I very much regret that my  efforts have been so widely interpreted.  
   Hoping that you will find my men, as myself faultless in this matter I am sir
