Respectfully forwarded through Head Quarters Supt 5 Dist Va to Head Quarters Freedmen Bureau with the information that the report is confirmed by the Sergt in charge of Detachment of men of Co E. 16th N.Y.V. Cavalry.
The taking of a horse from a trooper and hitching it to a private carriage is certainly an infringment of the regulations.  A thing that I never did, or would allow to be done, since I have been a Captain of this Co. more than eighteen months.  The men have always been personally held responsible for the care and condition of their horses by me. In the spring of 1864, three of the Co. were dismounted and transferred to the 10th N.Y.Infantry for abuse of their horses. Without a recognition of the rights of a trooper  in regard to his horses, the man looses an interest in his horse.
