Col: yours of 11th inst just rec'd. All the reports that can be made with present force have been forwarded  Not an officer has reported for duty since the 29th of July. Only one Sub District besides this City is filled. Will you authorize me to employ Henry E. Alvord late Supt of this District? Asst Supts are urgently needed in all the Sub Districts not yet filled.
