My apology for this unofficial communication in the confused and uncertain state in which every thing connected with the district has been from the day that Cap Alvord became assumed of the necessity of his going home to be mustered out of the service.

Lieut Col. Jno F. Marsh 24th V.R.C. was appointed to succeed Capt Alvord but having obtained 10 days leave of absence just before his assignment he determined to take advantage of it before entering regularly upon the discharge of his duties and Capt Geo A Armes 2nd NY Heavy Artillery who had been ordered to report to the District Superintendent was assigned to the charge of the district "pro tempore."  Col Marsh came over the day before his intended departure & in his first interview with Captain Ames became so fully convinced of his Capt A'st un fitness for the place that
